A higher quality civilization would have some activation of a Selective Mating service; not everyone would be permitted to reproduce without limits. It would seem an impenetrable mystery to citizens, generally, how things could be much better with more prudence and circumspection in certain matters. The Nazis actually did a great disservice, via transgressions, that people in natural aversion want to go way over to the side of excessive liberality; don't like the sound of certain ideas which, objectively, would be better. An evaluation of the recent mass murder shooting tragedy at the school in Parkvale, FL: Use of a fertility drug which would better not have been permitted by a Selective Mating rectifying branch of government. Said drug should not be illegal, but should not be available to many types of immigrants and mistakenly-permitted-but-hard- to-revoke cases; should not have been. The associated immigration of the past should not be evaluated as better had it been forbidden; should be interpreted in retrospect as permissible, with some restrictions applied.

P.S. Gun Control? There most certainly should have been immediate action, at the time of the assailants posting the comment "I'm going to be a professional school shooter!"- his guns and his gun permit should have been immediately revoked! Although conservatives should have the government presently I believe, they should not err on the side of excessive stolidity or inhibition against any limitations, revocations- in vigilant circumspection! This should serve as a lesson; hard-line stances in complacency shouldn't cause apathy, excessive bias or bigotry, nullity in what would be common sense. I don't think the current, basic laws can be changed however, although I can sympathize with the appeal of the idea; they are related to Karma, I'd say. American karma; that of americans. In countries where the situation is better in this respect, I'd say they have some better karma, from previous existences, which caused their birth in that different country. It might help to realize that America isn't the most fortune-blessed country; birth is actually less fortunate than certain others (most americans feel they wouldn't have it any other way, though).

My Intuitive guess is the probability of that birth, of the guy who shot up the Parkvale school, major, was less than 7 percent.
